Guangzhou has officially issued Measures on Accelerating the Promotion of Scientific and Technological Innovation which include 12 measures to support sci-tech innovation in Guangzhou.
Earlier this year, Guangzhou introduced 12 preferential measures to ease the tax burden on overseas talents, share sci-tech programs with Hong Kong and Macao, build affordable housing and improve the service ability for sci-tech enterprises and land utilization。
The measures were designed to promote the construction of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) International Center for Sci-Tech Innovation and the cross-border mechanism of municipal financial and research funds.
In order to build the sci-tech innovation center, Guangzhou officials proposed to share major infrastructure with HK and Macao, support supercomputer alliances and cross-border services, and create academic sci-tech plans and innovation and entrepreneurship bases.
Guangzhou will also propel the construction of the GBA Human Resources Cooperation Zone in Nansha District and continue carrying out the points system for foreign permanent residents。
Overseas working personnel, including professionals from HK, Macao and Taiwan, can enjoy tax breaks and subsidies from the government. During the next three years, an additional 30,000 apartments will be available to people in key industries. More improved mechanisms and services are expected in different areas of sci-tech enterprises development. Guangzhou government officials will promote a new purchase system to encourage innovation production.
